It says it’s stainless but 2 other reviews I read said they took up their toilet after-1 said 6 years, I don’t remember the time frame of the other review but both said they were rusted. Bc of this, I got a brass one. Oatey brand.

no it does not, check the toilet bolt size in the flange as well when getting hardware.

This should fit over an existing PVC closet ring, and you then screw it into your subfloor. If you have a concrete subfloor you may need specialized screws / equipment. I was able to use 2" screws to anchor it into my plywood subfloor without issue.

Can this flange be used over an existing pvc flange that has a piece broken off without replacing flange assembly? And will this hold toilet securely?

I just bought a brass repair ring for my broken flange. And was told to tap con the repair ring through the matching holes in the broken flange, securely into the cement flooring (I’m in Florida, our floors are cement). That is how it is secured. For wood floors, I would think whatever appropriate screw is needed to keep the toilet securely attached to the flanges.
