A: Yes, this is a slip nut with a reducing washer that can be used in an application where a 1 1/4" pipe is connecting to a 1 1/2" pipe.
A: Good question, you’ll find out when you get under the sink, that you either dont need them or you need another part to make them work.
A: The 2 reducing washers are for using with 1 1/4" tubular pipe and the other 2 washers are for use with 1 1/2" tubular pipe.

A: Did you have any success. Oatey weren't very helpful, were they? LOL. Just a no, with no follow-up. I'm in the same boat as you. When you search online for these things at different companies, sometimes it's made clear that the diameter stated is the diameter of the pipe the nut will go around. I'm gonna head to HD now with a tape measure because maybe this is the right size we both need!
A: I think they make a pvc solid reducer that you could use. It would be too big of a jump from 1-1/2 to 2in. Take what you have to home depot, they have great people there that will help you once they see what you have to work with. Maybe even take a couple pics too. Better to have too much info than not enough.
