No. Oatey does not have a cement for this application.
The product's FAQ clearly states you should not transition PVC to ABS with this glue. You can't use primer on the ABS. FAQ: Can I use PVC cement to join ABS to PVC? A No. Oatey has green transition cement for this application. Before using this product on your project, you will need to check with your local building officials to insure it is approved in your municipality. It might work but it's not right and will probably fail easier than doing it correctly. Pretty dumb that they don't clearly specify this on the product manual and website, only found it in the FAQ.
I would not apply water pressure for at least 10 minutes, but it holds the non stressed joint within a minute.

No, this is a solvent glue. It doesn't fill cracks, but rather dissolves the surface such that two pieces pushed together will bond. If there isn't any pressure in the pipe then I would use plumbers goop.

If it is pvc, cpvc, or abs pipe then it will glue fittings on. If a pipe is cracked then that section of pipe has to be removed and a new section put in.
