I didn't and got a strong bond on pvc pipe joints.
I have used Oatey clear PVC cement for my sump pump pipe. For pipes over 1.5" I apply the purple treatment let it dry and then apply this cement. Larger pipes require the additional step to make sure it holds properly. The instructions are on the can.tly
Not sure what pipe rating or size you are using. Compare the stamping on your pipe with the acceptable uses on the can.

Depending what type of material the pan is made of.... it would have to be PVC to properly adhere. Other types of adhesives are available for different typer of plastics...

I would think you would, otherwise how would you separate the joint. You can purchase a repair sleeve to correct the leak. you will still have to dig up enough of the pipe to expose and clean the joint....
The cement and primer have very strong odors, so it depends upon where you're doing the work. If you're outside, I wouldn't worry about the fumes. If you are in an enclosed space, you might want to consider a respirator if you are at all sensitive to such odors. A regular dust mask isn't going to help with the fumes, IMO. Having said that, I can't remember ever using a respirator since I generally am not doing a lot of work in enclosed spaces.
Sun is not a problem. I have never had a pipe come apart and my pipes are directly exposed to south Florida sun all the time.
