Is black spot a fungus

Kenny, Black Spot on roses is caused by the fungus Diplocarpion rosea. It appears in spring and summer months during time of high humidity and or rain. It spreads from plant to plant by splashing of rainwater. Black Spot looks like circular black spots with fringed margins that appear on the upper leaf surface in the spring. Area around the spots may turn yellow or the entire leave may turn yellow and drop prematurely. Black spots can expand to ¾ and inch and merge together. To control: Keep leaves dry by planting in sunny location to encourage leaves drying after a rain. Promote air movement by avoiding planting in location with dense surround foliage. Do not water above ground in late afternoon evening (ground irrigation is okay because leaves do not get wet.) Preventative fungicide application (check recommendation charts) – These do not cure infected leaves but prevent the spread of Black Spot. Remove infected leaves carefully to avoid spread of disease.
