If I put this board down on a deck and top it with 1/2 plywood, Can I build on top of it? In other words, can my sill/base plate be installed on top of the plywood which is on top of the foam board?

Somewhere above it says that the compressive strength of this foam board is 15 PSI. What that means is that if an average person with a weight of, say, 200 lbs, steps on it (average foot is about 20 sq inches), the weight applied on the foam would be 10 lbs (200 divided by 20), so it will not be crushed. Adding the 1/2 " plywood on top would make it stronger, increasing its crush resistance. You now should be able to answer your own question based on the weight of whatever you plan to build divided by the area that the weight will rest on.

I live in Alaska. Can I use this 1/2 foam board over my 2x4 studs on interior then vapor berrior then Sheetrock? Seems like the wall studs transfer a lot of cold into the house so I'm thinking the foam would be a good berrior Between the studs and Sheetrock.

You'll need to seal between panels, to stop vapor movement at the seams. I would use a different product, personally. For Alaska, if you you can find one of those materials that moisture can move through in only one direction (ie, "goretex" type protection), you could place it inside & out of your framing/insulation, to allow any moisture that does get into the walls to get out, but, your walls don't absorb it from either side. That's pricey; so, whichever side is likely to have the higher humidity (in your area) should get the vapor barrier. My preference is (from inside to out): drywall/paneling, air gap, foamboard or rockwool insulation, (air gap sealing,) sheathing, foamboard (with sealant), vapor barrier (for where I live), spacer (for moisture to fall down, strapping, then siding (stained/painted/caulked).

Can this be used as an under layment for a floating floor

To do so, I'd suggest cutting this into 2'x2' squares, and putting some sort of minimal (1/2" thick) supports on the corners, to reduce the crushing forces on the foam. Perhaps half-inch dowels? I'd cover it with a slippery material, to prevent the floating floor from catching on the supports or foam edges. ("smoother ride!") :-)

Can I use this to cover an RV hot water tank, i had to remove the foam and now I'm looking for something that will not burn with 125 degrees of heat?

I wouldn't suggest it, as it's a ridgid/flat foam board. A round tank would benefit from a more flexible material. Look for an "insulating blanket" approach. (or, if your tank requires no access, you can build a box tight around it, and use this to insulate the box. this would be great for that, and might be easier/cheaper to pull off.)

I bought this to cut up into little headers to block the air coming from the soffit vents in the attic I was finishing. It worked well for the purpose and after being foamed in, no air was coming through to windwash the fiberglass batts I put in the slopes.

Board very light, easy to screw into studs, completely waterproof. Much easier to use than plywood or drywall and much sturdier than a plastic sheet! Also kept the room warm!

Rated 5 out of 5 by from foam sheeting I love this stuff, it has a great color! I love pink, but seriously, this stuff is as soothing to place against a wall as it is too look at! It seals perfectly, last forever, and is so cleanto work with. We love using this for all our insulating work, and prefer it for the price to the other options. We have a notable difference in the heating and cooling benifits it makes, and our lives are richer because of the clean and effective insulating factor it has.
