Yes, it can be used for both wood or chain link fences, and a standard 2 3/8" fence cap fits this device.
I used a ridgid 1/8"-2" pipe cutter that I borrowed from a friend (it's no longer available on Home Depot's website but this one should also do the job https://www.homedepot.com/p/RIDGID-2-in-to-4-in-Model-4-S-Heavy-Duty-Pipe-Cutter-32840/202826750). It's best to clamp it in a vise when cutting since it will put a lot of strain on your hands to hold the post in place while turning this heavy tool around it.
First off, it's a little expensive per post to use on its own, it's made to add onto an existing post so that you don't need to replace the entire post. Secondly, the extending hardware needs to have something to clamp inside of, so once you're already preparing some sort of below surface support for it, you've already accumulated such a big bill that it's really not worth it. However, in theory, it is possible to use it on its own if you have a thick cement slab and you drill about 2-1/4" wide holes deep enough into it but for that price you might as well buy screw on brackets and use regular fencing pipe.

Only 2 3/8 inch diameter. Much of the hardware is internal to your existing post, so it needs to be the same size. Oz-post might make these for smaller diameter?
Yes, that's the same size as my 2 3/8" fence posts. It will support up to a 1 7/8" ID, but should be 2 3/8" OD to match the existing post outer diameter.
2 3/8" is the OD, just over 2" internal diameter. The hardware requires a 1 7/8" opening, anything smaller won't fit.
No, not the 2 3/8 inch version. Check with Oz-Post to see if they make smaller diameter kits. Dave
Good question, I don't think the company intended it for sun sails or to support for other devices, I used it to extend my existing fence from 6' to 8' and it works great.
Maybe, but that would be quite a bit of stress, I'd probably install a new post. Dave
