No, the panels do not create a bounce feel. The panel over lay and do not need to be taped. Just make sure the panels are tight when laying your paving stones. Each panel gives you 4" compacted base, 8" thermo barrier and the proper drainage with the slope, fabric and sand. Applications - all patios, walkways, concrete overlays, natural flagstone - different thickness stones and turf.
Yes, the spikes will go thru the panels.

The one piece of advice that I give to everyone asking questions regarding any product purchased from Home Depot is: Contact the manufacturer for specific questions regarding application, use, configuration and so on. No one understands the intricacies of a product more than a manufacturer. Brock Pavers website is the place to ask this question. This is right from the website: "WE’RE HERE TO HELP ANSWER QUESTIONS FOR YOUR HOME PROJECT AND OUTDOOR LIVING SPACE" Tim Newton, VP Phone: (813) 431-8259 – Call me anytime, even weekends http://www.brockpaverbase.com/
If you feel movement it can be uneven ground or sand compacting, which should only occur once. Try wetting down the patio. If it is minor, the water may assist in compacting the sand.
The sand can be wet. You can hand tamp the sand and use a straight edge or side of 2 x 4 from high end to low end of slope are to make sure you do not have any low spots. If so add a little sand hand tamp and recheck. Then lay your panels.
Use 1/2 rebar and 2 x 4 to screed 1/2" all purpose sand. If you use pvc piping, as the measurement is inside diameter not outside so you may need more sand
PaverBase panels can be used with most paving stones for all patios and walkways - pavers, patio stones, wet cast, natural flags stone (different thicknesses), outdoor porcelain pavers (min 3/4"). Can also be used under artificial turf, short walls, sitting walls and pillars.
