Without doing too much research, I would say yes...depending on the level of wear and tear of the thing being painted. I would degrease with something like Krud Cutter then I would thoroughly scuff sand the surface prior to priming (400 grit). Test one area first and let thoroughly dry at least 24 hours. Then do a scratch test with your fingernail to see how well the primer has bonded. If you REALLY need to scrape to remove primer, in most cases, proceed. If a clean stripe comes off, forget it and go to another primer.

I want to stain my kitchen cabinets. They are not real wood and I really don't want to sand them....

I was a little hesitant to use this on non-sanded...
I was a little hesitant to use this on non-sanded surfaces before painting but it worked really well! I used it for my staircase banners without sanding and the semi-gloss top coat adhered nicely.

Primer has excellent bonding and stabilizing slightly chalking surfaces. However, recommend scrubbing/washing wall with soap and water to take of majority of the dust and chalking paint to ensure a good paint job.

SERIOUSLY? YOU WANT PEOPLE TO CALL PP&G TO DISCUSS HOW LOUSY THIS PRODUCT IS?
This material is worse than bad, it now has ruined hundreds of dollars of metal rain gutter. I wet sanded the gutter with a degreaser and thoroughly rinsed and dried it before applying and this stuff does NOT stick. Mild abrasion with a fingernail scrapes it right off. Look at the pictures. No way close to the former product by Glidden. I was a union journeyman painter with decades of experience that gives me some credibility on what it should do. Shameful that Home Depot continues to sell this garbage. I too have left negative reviews and they disappear as mentioned by others. I have used Glidden on almost any paintable surface with good result. This PP&G stuff has only performed on raw wood but even that is suspect. If it fails, then I have double the work to fix it. It is hateful to do hours of extensive prep work only to have it mean nothing,..... no "mean nothing" implies that there isn't a cost for a failure. This is wasted time and wasted money for something that is going to be almost impossible to fix. It is an insult. I am saving this review on Word so that I can post it regularly until Home Depot holds PP&G accountable.

I was very impressed with its “gripping” power on both...
I was very impressed with its “gripping” power on both PVC pipes and FRP (fiberglass reinforced plastic) panels. After priming with Gripper, I used 2 coats of regular acrylic paint. I am very happy with the results!!!

Works great on drywall that has had some of the surface ripped due to wall paper removal etc. We were able to keep it from peeling and acheive a flawless surface after applying this product before adding skim coat. We also applied it after the skim coat as a primer. We had tried a few other products and this one gave us the best results.

I have used every brand and type of primer through the years and for covering the paneling in my motor home for a complete makeover, this primer really sticks and couldn't be scratched off after 24 hours with a fingernail. I cleaned and deglossed the surface before priming.
