yes it can, but make sure your sprayer is compatible for this kind of paint. for me I use the airless spraying machine. if you don't have any sprayer at this time. Check the store the people can help you to find one.

Can I paint this on a mirror surface

If the primer sticks to the mirror, then you can paint over it. If you are trying to still see the mirror through this paint, I don't think that will work.
