As soon as you release the plastic trigger at the back of the spray nozzle the faucet defaults back to a stream. Same when you shut off water at handle.

Yes. We had our counter top drilled for three holes. The faucet uses one, the soap dispenser the second, and a counter-top switch for the garbage disposal uses the third. They are spread out much farther than the standard 3-hole configuration for a two-handled faucet, so we don't use the deckplate. The deckplate is only used to cover a countertop pre-drilled for a two-handled faucet.
