How can you tell what type of lighting fixture you have? ie: T8 or T12

Bring the bad-old ones to the shop (Home Depot) and show it to the clerk, they will tell you what that is for sure...

what bulb is good for the garage? Cold in the winter.

The new T8/T12 LED 4ft light bulbs at Home Depot will work great in the cold and produce a ton of great light. They also will not flicker like the old style lights. The have the perk of using less electricity as well. Win Win all the way around...

Are these bulbs dimmable?

20 years ago, i worked in a building with dimmable fluorescent fixtures! The fixtures used bulbs just like these, however, the ballasts and controls were designed to dim. The installation was old then; I doubt you could find those controls and ballasts today. :)
