Cheap insurance for protecting your rugs in a move or storage.
The Pratt Retail Specialties Rug Storage Bag (model # 7007013) is ideal for moving or storing rugs. The rug in the pictures is about 8' x 6' and average thickness. I have no doubt the bag would easily fit a 9' x 12' as advertised, as long as it can be rolled to a max 16" diameter. So anything short of a really thick shag or dense pile should be fine. The rug in the picture is only about 9" diameter, and as you see there's room to spare.
The plastic feels about like a heavy weight drop cloth - should definitely protect in storage, and probably survive a couple of moves. I’d be less confident using it for shipping.
It has 1/4" ventilation holes every couple of feet, which is important to prevent mold or mildew if a rug is left in the bag for an extended period of time. It will protect the rug from a light rain when carrying it from the house to the moving van, just don't expect it to be waterproof in a downpour!
A zip tie is included to tie off the loose end of the bag. A very minor gripe is that it's not reusable and must be cut off. A “quick release”/reusable tie would have been nice.

Personally I would not recommend using this bag to store a rug in. After I had received it and opened the bag I knew I would not use it to store a rug in. The material is not that thick and it has to many air holes in it that could allow bugs to crawl into it. But,,,,, I am getting ready to do some painting in the family room and I decided it would work great to use as a paint drop cloth along the wall, as it is a perfect size to use for this. The bag is 2' wide by 12' long and the material would be doubled up using it for this.

Nice strong bag for storing or moving rugs up to 9'x12'. I have a 5x7 rug that I used this for because my daughter is moving into a new house during winter and I wanted to minimize any damage to the rug during her move. The bag has more than enough room for most rolled-up rugs and comes with a "zip tie" to close it up.
The bag is quite thick and has little "breathing holes" so your rug doesn't get musty smelling during storage. (see pics). I wouldn't store this in an area that has bugs or insects (like a shed) because the holes are large enough for them to crawl into. It's sturdy and can be re-used multiple times if needed and the material is 100% recycled which is a big plus!

This storage bag is exactly what you'd think. It's a medium duty plastic bag that's ~2' wide by 14' long. It will definitely hold a 9x12 rug, the rug pictured below is an 8x10. It comes with a clear zip tie to secure the open end.
The bag does what it's supposed to do. It has holes in it though, I'm assuming those are to allow the rug to breath as it's a storage bag, and the rug could be stored in a non-climate controlled environment. However, those holes could allow bugs and dust to get to the rug while in storage. Overall, it's a good option for moving, but maybe not for long term storage.
