Perhaps the 18 foot length is more popular and they can afford to offer a lower price. If it is too long you can easily cut it

This seal is tough, but not sure if it's chipmunk proof; However, coating the rubber with silicone spray seems to repel mice and bugs. Hope that helps.

Yes, I installed this on a steel garage door. The supplied screws are not self drilling so I would either get some self drilling screws or do like I did and drill pilot holes to get the screws started.

Probably not. The rail width is 1-7/8” (from my kit purchased 18 months ago) and made from plastic that will probably break if hanging over and is struck. I know this is an old question, but perhaps the answer still helps others.
