can I use this for a garden fence in the dirt

This material is designed to work in masonry, concrete and other firm conditions. It is not for soil. You should use Redi-mix concrete for your garden fence if there is no clay in you soil. If there is clay the soil should pack pretty well on its own and not require any additives. Depending on the height of your fence you use up to one bag per fence post near the upper part of the hole. Pour in dry, pack and moisten with a little water. Let it dry, undisturbed.

I don't see why not !? It drys fairly fast so you don't have to wait, but, it is best to give it a 24 hr period.

I used it for a seismic retrofit, putting 1/2 inch anchor bolts into a concrete foundation. I mixed small batches in a separate container, putting water in first and then adding the cement until the desired consistency. Easy. While there's not much working time, if you've got a plan as to what you're doing then everything goes smoothly. This stuff was an inexpensive life saver and I would definitely use it again.
