It has a tool free lever on the head. Slide it forward, then rotate it to release the blade. It’s firm as the blade needs to be held tightly

Absolutely
You don't need any tools to change blades. You slide out the locking bar and pull it up. Replace the blade and let the handle down. Be careful with this as I smacked my finger when it came down.
you can get a paint scraping blade that fits the multi-tool - the stores have different sizes and shapes. Please use precautions (collect dust, wear a mask, etc) if it might be lead paint !
If you registered the tool, it shouldn't be an issue.
I have no issue with mine just squeeze it to the desired speed. Not sure what you mean by lock lever, I only have the direction. lock off lever and the trigger. You must have a slight variant of what I got, but to me either way it sounds defective.
I would drill through cinder block with a masonary drill bit and drill.
They will but should be taken off the tool before losing bag.
