No , it does not. If you need to redo it in the future it will not stick with sealer.

You are good to add the edge for overflow there. Do not try to redo the batch once you laid the first. This stuff sets fast and will not mix well after laid, if you want to ,cut do it right away. I/2" max thickness I suggest. You are better off getting the thickness right the first time, put a block of stock wood/metal then pull it asap to get your thickness right.
You can use any standard concrete sealer with our materials.
You can apply a secondary coat after 16 hours of cure time.
Each 25lb box of newcrete will give you 75 square feet of coverage at 1/16" thick.
about 100 sq. ft. or 10x10 at 1/4 to 3/8in thick. Add 1/2 qt extra water per bag. You will have some left over but better to have to much than too little. Read the instructions for more tips.
I'm not a professional by any means but the instructions say to make sure the surface is etched and clean of all oils and Sealers I would suggest you reach out to the manufacturer but I would apply this to the clean and etched concrete and then waterproof after. I would also fix the water problem. Hope this help
