Can they be used with instant/ Match Light Charcoal? Thank You!

I would not use match light charcoal as they have petroleum products to light themselves. Petroleum products like that have carcinogens which can damage your health. These are a natural product to be used with standard briquettes or lump charcoal. Hope this helps.

Can they be used to start rice coal in a coal stove?

Not sure what rice coal is but these will light anything and do not leave any residue behind.
