You could paint it but it has a nice laminated surface finish on it now.

If you need to paint shelves, then I suggest buying a 1" X 12" pine wood and paint that. However if you want to paint the pre-finished shelving then I suggest that you ruff up the surface with sand paper prior to painting for better adhesion.

Do not cut as the laminate will not be on the cut ends. You need a board.
I cut mine on the ends to fit into a closet. Since you won't see the ends the rough cut doesn't matter. I wouldn't recommend if it will show. I taped before cutting to reduce laminate tear, cut with reciprocating saw, then used white duct tape to cover the ends. Came out fine.
