Yes they do. Its called the Evergreen trash can But its pricey. About 45.00.the 32 gallon is not much bigger and under 20.00 It's a good pail for the price.
The 28.5" measurement on my Rubbermaid Roughneck 32 gal. Trash can is with the lid on.

Merco1138: I think you have two choices: one, contact the manufacturer, explain the situation, and see what they're willing to do for you? Two, when they ship the trash cans they only ship as many lids so I'm not sure what customer service at you local Home Depot can do, but it never hurts to ask. I hope that helps, Hank
