Rust-Oleum 1 gal. Concrete and Garage Interior/Exterior Recoat Primer is a premium primer/bonder with excellent top coat adhesion. Primer is designed for use over previously coated garage and interior/exterior concrete floors. After applying Concrete and Garage Recoat Primer, the floor is ready to be top coated with any opaque epoxy, 2-part epoxy or RockSolid Polycuramine.
  • Suitable for use on previously painted interior/exterior concrete, garage or basement applications
  • Covers up to 400 sq. ft. on sealed, painted, coated or smooth flooring
  • Semi-transparent gray finish
  • Topcoat with any solid, solvent or water-based coating

Rust-Oleum Concrete & Garage Recoat Primer is an easy to use, revolutionary technology which allows you to coat over a previously coated (including epoxy coated) or sealed concrete floor without having to scuff, sand, or grind the surface. For a previously painted, coated, stained, or sealed concrete surface, use a wire brush to remove any loose or peeling paint. Rinse or sweep away dust and other particles. Great question. Rust-Oleum Concrete & Garage Recoat Primer can be applied over previously coated or sealed concrete without having to scuff, sand, or grind the surface. Be sure to follow the surface preparation and application instructions found on the label. Do i need to send and etch on previous rust-oleum layer?

Im a bit confused on your prep description. I have a epoxy shield coating on my garage two years ago. It holds pretty well but i did not apply anti-slid on it so it gets super slipery on raining day. I want to apply a new layer of epoxy shield on it. My question is after cleaning the floor, do i need to sand and etch on the previous epoxy layer?

Great question! As long as the floor is cleaned with a good cleaner degreaser to remove any grease or oil stains and any loose or peeling paint is removed with a wire brush or sandpaper, you do not need to sand the entire floor. Etching is only for bare concrete as it opens the pores of the concrete. You can then apply Rust-Oleum Concrete & Garage Recoat Primer. The primer must be allowed to dry a minimum of 6 hours, but no more than 48 hours, to ensure proper adhesion of topcoat. - Rust-Oleum Product Support 6

How do you prepare a previously painted garage floor for this primer?

Thanks for reaching out, Stan! For a previously painted concrete floor, we recommend first using a wire brush to remove any loose or peeling paint. Rinse or sweep away dust and debris, then clean the entire floor with Rust-Oleum Cleaner & Degreaser. Sand (60 - 80 grit) or spot etch all exposed concrete surfaces using Rust-Oleum Clean & Etch. Rinse thoroughly and allow to dry completely before applying our Rust-Oleum Garage & Interior Floor Primer. - Rust-Oleum Product Support 2
