Is this a replacement for concrete sealer?

This will be put in a pole building/shop with a moisture barrier under concrete.

Can this be used over a concrete stain. Will it hold up for power washing?

Does it need to b sealed to keep it from peeling on a patio?

Glad to help out. Some types of concrete stains are a type of sealer that can prevent the Rust-Oleum Concrete & Garage Floor Paint + Primer from adhering. Test the porosity of the concrete first by splashing a small amount of water on the surface. If the water beads up or soaks in very slowly, then there is a sealer present, and the concrete will need to be mechanically removed with a grinder. The product will not hold up to power washing as this is highly abrasive and can cause it to peel. To general cleaning maintenance, we suggest using a mild detergent and a bristle brush, rag, or sponge. Don't use a scouring pad as this can scratch the finish. For the best adhesion, it is important to carefully following the surface preparation instructions provided on the product label. - Rust-Oleum Product Support 5

Rated 4 out of 5 by from works great! Applies easy! Make sure you shake the bucket well! Although It took two coats for me to get a solid look. It actually was dry to touch fairly quick so i appplied the second coat about an hr after the first. You may be able to get away with one coat if you apply geneoursly. Use you judgement. Hopefully it lasts. I would recommend using a good quality brush and roller for better application control.

I purchased a 5 gallon bucket of rustoleum paint at home depot in Hialeah, FL. and had problems with the paint covering and also leaving streaks and shadows even after a second application. I've attached some pictures for your evaluation, I'm not satisfied with the results and would like a refund or store credit. Thank you Laureano
