Does this act as a primer or do you still need to primer after application for Rust-Oleum Farm & Implement paint?

I used this product on outside metal substrate and it did very little to curtail rust formation. The surface was sanded, primed with Rust Reformer and over coated with multiple layers of Rustoleum pain in the late fall and this spring the rust was back as if the repainting process was never done. A total waste of hours of my time and considerable cost for the paint. IT DOESN'T WORK AS PROMISED.

What happens if rust reformer is sprayed on a painted surface? Does it need to be removed?

I think that depends on the painted surface. If the paint is peeling then of course remove at least as much as you can and maybe sand to smooth. I just painted over some rusty metal and it looks like new. Then I painted over it. No problem.

Can this vehicle be used on metal parts of a car? Specifically around the axel area?
