i bought the epoxy shield but one spot on my floor is sticky i dont know why it has been 10 days is there a way to fix it

Can this product be painted over old latex garage paint? How? If not, recoment another product?

For previously coated floors, make sure the floor is clean and dry. Use a wire brush to remove any loose or peeling paint or stain. If floor is sealed, the sealer will have to be removed by grinding or shot blasting. To ensure proper adhesion, scuff sand the entire surface.
