Oil based. Requires mineral spirits to clean the brush. Not sure it would be recommended for drywall but think I would be cautions.
I used mine for a steel entry door and also an older truck trailer. I found it to have great coverage and very easy to use. On the door I did a sprayer and the trailer I rolled it on, both came out great! I would probably recommend a sprayer on the shutters as it would provide the best finish.

For brushing do not thin. For spraying only, I would not use mineral spirits. Mineral spirits will dry to slowly. Mix in about 20% acetone for good spraying.
