While we are not structural engineers and it depends on the application we can tell you that the 1/4" PowerLag has a allowable shear weight of 766 lbs. See ICC ESR-1782 for more information. Thank you for being a SPAX customer!
With many factors at play, we cannot guarantee the SPAX screw will solve the issue but only offer some suggestions on screw selection. The general recommendation would be to select a fastener that is 1-2 diameters larger than the screw that is pulling out. This hopefully solves the pull-out failure and can still be installed in the old hole. You will want to further consider a head style that will: 1) sit flat against the flag pole bracket, 2) fit through the bracket hole, and 3) is of a adequate length that gives him maximum penetration into the wood member. Thank You for being a SPAX customer.
I used them to attach a 2x10 x16 ft as a header ,I put 4 screws and it is secure
