Yes it will allow moisture to escape it's like a t shirt type of matting which a lows water to pass Thur I have it under my rocks and it works great I've used other types matting and they aren't as good as the Scott's it's been 2 years and I have only had like 1 or 2 weed come Thur also have 8 cactus planted and I just cut holes around them and the Scott's alow the water to pass Thur when I water them

I plan on adding mulch, but the weed barrier fabric seem very durable and I’m sure rocks would be great!!!

What I did is plant everything 1st than when I laid the matting down I just cut around the plants you can just use scissors and cut the matting I cut a straight cut til it was close to the bottom of the plant and than around the plant I cut kind of like fingers so it would lay flat also make sure to buy way more staple spike than you need (there what hold down the matting) because I use extras to hold it down around the plant or tree so it tight and it will help keep weeds from growing around them now I did this around cactus and it was a lot harder because of there thorns but it's not hard to do at all very easy just start on 1 side and work your way Thur til you cover your area is
