The SharkBite 3/4 in. x 1/2 in. x 1/2 in. PEX Barb Reducer Tee is an easy to install, low cost solution to connect PEX Tubing. SharkBite PEX Barb fittings are compatible for potable water distribution and hydronic heating applications. Can these be used in under ground applications exposed to dirt?

Not a good idea, brass can lose its zinc when exposed to low pH (acidic) conditions as can be found underground.

This is a TEE designed to be used with PEX plastic tubing. It is not threaded to fit into a water heater's drain port but is only able to be crimped onto PEX tubing. To attach a fitting to a water heater's drain connection it would have to have pipe threads (MPT). I suggest using a brass pipe nipple to screw into the heater such as Internet #207176888 and TEE Internet #300095969.

can sharkbite & viaga fittings use the same crimps and tools?

This fitting works with Copper Tube Sized pipes (Copper, CPVC, PEX, HDPE,...)

Yes, you have to crimp on the PEX tubing with either a copper or stainless steel crimp ring. It is not meant to be used with hoses and would likely fail if that was tried.
