What is the wire bar connected to my neutral and ground bar

If this is the main Breaker panel, the neutral and equipment grounds are common at this point. You should have your grounding system (ground rods)connected to the ground bar. If you are using this panel as a sub-feeder panel from a main panel you need to remove the jumper and keep neutrals and grounds separate. This panel should be fed with a four wire system from main panel if doing so.

When/how are the two ground bars in the gutter of the load center to be used?

The main power bus bars are in the center; the breakers clip on to these. Just surrounding the center are the _neutral_ bars. The supply neutral conductors land on the lugs of these bars, and the circuit neutral (white) wires go into the holes. The ground bars at the sides are for the ground (green or bare) wires going with the circuits.

Rated 5 out of 5 by from Good quality and was a good fit (literally) for my project The quality seems excellent and installation presented no problems. Overall I am extremely happy with this purchase. I was replacing an old ITE panel which had the service connections much higher up in the panel than the newer panels do. The guys at a local electric supply shop said this is typical and I was out of luck for an exact replacement. This Siemens panel was close enough that I could connect the old service wires. Thankfully the wires entered the house a few inches to the left of the old box which they had stuck into a corner and I got enough slack (barely) to reach the new box by moving the mount location to the left towards the wire entrance.

Rated 5 out of 5 by from Maximum Capacity 200A Load Center - High Quality Construction. I recently purchased a forclosure home, which had been built in the late 70's. As such, it was equipped with an old school Murray 200A split load center which had been loaded to the MAX, and had no room for any of my planned electrical updates and additions. Considering the type of breakers that were in the old Murray breaker box (mostly Type Q circuit breakers), I shopped around and identified the Seimens P4040B1200CU 200 Amp 40-Space 40-Circuit Indoor Main Breaker Load Center as the unit of choice for my home's electrical upgrade that I wanted to do. The first thing I did was to go to my local permiting office (City Hall), and obtained an electrical permit so that I could change out the Electrical Panel. Then I visited my local Home Depot store, and purchased one of these ( P4040B1200CU ). It turned out to be a unit of high qualtiy materials.and construction. I planned to do the work on a Friday, so a couple of days earlier, I scheduled an electrical inspection of the completed work for late Friday afternoon. I also called my utility company to inform them of my plans to perform this type of work on that day. With everything in place, on Friday morning contacted my local utility, and informed them that I was going to pull the Meter for a period of 8 hours. With the meter out, I proceeded to remove the old Murray electrical panel, and replaced it with this new one, I carefully and cleanly routed all wires into the new box, and connected them to the old circuit breakers that I moved from the old box to this new one. I double checked all my work, and once satisfied that all was correct, I re-connected the electrical meter. I then electrically tested each of the circuits. At the same time, I labled each and everyone of the circuit breakers. An hour later, the inspector showed up as scheduled. He checked everything out, and approved the whole thing... I asked a bunch of questions, and he seemed quite pleased that I had undertaken to update the load center... He then left a label on the meter. With that label in place, I then called the Utility, who later (the next week) came by and re-sealed the meter. That's it.. the house now has a new updated / modern load center, and the whole job cost me $240.00 all together (permit and new load center). I now have ample room to add new circuits to the house, and as a bonus, this load center is "Generator Ready", This upgrade will be a PLUS in the future if / when we try to sell the house. During the installation, I had ZERO issues with the panel, it's construction, or the quality of the components used to make it. It did accept ALL of my old circuit breakers. Note: I am not an electrician, but the Home Owner.

Rated 5 out of 5 by from BEWARE of the VALUE PACKS! This panel is considerably... BEWARE of the VALUE PACKS! This panel is considerably better than the Siemens panels with a standard tin-plated aluminum power buss. The economical version panel's power buss will corrode over time from condensing moisture present in most unfinished (and even in some finished) basements. This alone sometimes causes failures where breakers grip the buss. Worse yet, if the "watertight" connector at the top of an overhead style meterbase starts leaking rainwater into the meterbase, that water almost always drips/weeps through the SE cable and ends up flooding the breaker panel which will quickly destroy a tin-plated buss. A copper power buss will typically withstand some of this moisture issue for many more years. Also this panel has enough neutral and ground bar lug holes to be able to land all of those conductors individually. Combining Neutrals and combining Neutrals with Grounds is a code violation now and the non-PL version of this panel will not support all the Neutral and Ground conductors without doubling some of them up.FYI: If you have an overhead service, check the sealant at the watertight connector every year for any cracks. Also, check your SE cable to be sure it is not cracking. The sun's UV rays typically destroy the jacket in 20 to 25 years. Painting it prevents deterioration!I'm a professional electrician with over 30 years of experience.

This was very easy to install due to the ability to reconfigure the position of the ground busses as well as changing the orientation of the box itself by 180 degrees to fit my requirements for wire entry positions in a preexisting structure.
