Yes baseboard can be cut. I know of plumbers who only buy 8's and cut the pieces they need to length like carpenters do with lumber. However it is not easy if you have not been trained and don;t have the right equipment. When I was an apprentice we used tin snips and it was critical to have the correct snips. Some cut right, some left and some straight. Today plumbers use a chop saw with the correct blade. Its critical to secure the material. Practice before making your critical cut and be safe.

I do not think that would work well or be the best solution for your project. I would do the following. The vast majority of residential base boards put out 580 BTU’s per lineal foot. So first I would measure the footage of base board you have, assuming it has been adequate in the past, then multiply that by 580 to determine the amount of capacity you need. Then I would look for a hydonic kick space heater that has roughly the same amount of output. For example if you put the SKU 202312950 in the search block on the Home Depot web site a 4000 BTU kick space heater will come up. This unit is equal to just under 7’ of base board. This is not an electric appliance at all. This is enclosure used to house copper fin tube in a hyrdronic heating system. In a hydronic system,, often found in the North East of the US you have a boiler that heats water to roughly 180F and that water is pumped though copper tube with fins or radiators to heat the structure. This is not for and electric system.
