Pancake Arborvitae from the Southern Living Plant Collection is a versatile evergreen shrub that keeps a low profile. Its dwarf, dense habit needs no pruning and it tolerates full sun and sandy soil. Spring through summer sees sage green, pointed scale-like foliage. Afterward, the Pancake Arborvitae's foliage turns to a crisp blue through winter. This dynamic color change comes at the best possible time, as it remains consistent with the cool color tones of the winter season and provides additional seasonal interest. This shrub features a naturally compact and rounded growth habit. Pancake Arborvitae only reaches 12 in. to 18 in. H x 2 ft. to 3 ft. W with a dense habit, so no pruning is required. Beyond the foliage, the Pancake Arborvitae is notably disease and pest resistant. Answer

Overwatering will be an issue here. No more than 4 times a week. You may also want to find some Copper based fungicide. Too much watering will cause issues with these plants. Make sure they have adequate drainage material below their root system.
