Oleanders are poisonous to people and animals.
I have three, and once established it comes down to pruning.
The Twist of Pink Oleander will get 6-8ft H x 6-8ft W, but It will take a couple years to reach that size depending on growing conditions. They are currently around 3ft tall, and yes planting in March or April would be a great time of year to plant this Oleander.
This plant can grow 1 to 2 ft. per year.
Sorry, We do not ship this plant to California, but if you are planning on planting an Oleander during a rainy season, make sure to mix in well drained garden soil with your local soil to make sure there is not too much water pooling around the roots of the new plant.
This plants will grown great in Destin, FL which is in zone 8.
It is hard to determine what is wrong with your oleander without seeing a photo. Oleanders do have a characteristic of small freckle like dots that appear on their stem which is normal. If you think there is a more serious issue you will want to take your pruners in a disinfectant solution (10% household bleach) to remove any bacteria from your tools. This is good practice whenever you trim plants. Then you will want to cut back your oleander anywhere you see the issue. Then dispose of the cuttings in a plastic bag, do not compost.
The ideal times to plant would be in spring or fall. You can plant in summer but you will have to take extra care to water frequently to make sure it does not dry out
This plant grows in USDA zones 8-10, in lower zones this plant would freeze and die, or need to be planted in containers that can be moved indoors during freezing temperatures. The Twist of Pink Oleander grows in planting zones 8-10. Colorado Springs is planting zone 5.
