Not sure what you mean by the skirt. Sounds like the cable will be buried since you are coming up through the floor in the shed. Based upon that - yes as long as the subpanel and the breaker feeding the cable is rated 30 Amps or less. If the cable is exposed above ground outside, you may need to sleeve it in conduit in order to meet the NEC requirement that conductors/cables must be protected from physical damage. The above advice is based upon the current edition of the National Electric Code (NEC). Free access to the latest version of the NEC is available online at www.nfpa.org/freeaccess. The NEC and local building codes regulate the types of wire and cable that can be used in specific electrical applications, as well as the manner of installation. Check your local building codes before you start any wiring and cable electrical project and be sure to obtain required permits. When your work is complete, always have it inspected for compliance with local codes to ensure that it has been safely installed.

At that distance you may want to use 10/3. 12/3 may have worked for a shorter distance, but you will have some line loss. This roll is 250ft, so anything more requires an underground splice, which takes the appropriate materials. I run two 20 amp 110v breakers off of my 10/3 with no issues for years. You should be able to run a 30 or 40 amp 220v sub panel to split off from. Check with a local electrician for specs/rules.

It should be fine. I ran this in a 2-inch conduit for 220 feet along with 4 #6 wires, 5 #12 wires, a line of CAT7. I would double check with the building codes in the state and county that your friend lives in just to make sure. I do know that when I was running outlets in an outdoor garden area, I was required to run a schedule 80 PVC coming out of the ground. All of the wire I ran was direct burial 10/2 and 12/2.

Yes. Where the wire goes above ground, run it through gray conduit to an outdoor box and gfi outlet.

The stranded wire will have less voltage drop. With voltages less than 1000 volts, stranded will be a great choice. However, it's harder to find a ready to go direct burial 10/3 in a 250 ft roll in stranded. You can find it everywhere in solid.

The wire was perfect to run to my new shed....
The wire was perfect to run to my new shed. Easy to work with, and it is well insulated. Highly recommend, especially if the wires could ever be exposed to moisture/water.
