can this be used to run a power chair lift its 12 volt and i want to run from battery to moter via the undercarriage of car

yes, but why would you want to use house wiring on a car? They make the right kind of wire for that application that is designed for the amperage the power lift will draw. This is solid wire and you should be using braided wire that is designed for the amperage load.

Does this wire need to be in a conduit if run from breaker box underground to the side of my house (for small appliance) in GA?

You need to check codes, esp if you are not suing an electrician. This wire is rated appropriately for burial ground contact, BUT in my state has to be in conduit until it is 24” below ground. Conduit is CHEAP (although digging is hard/expensive). ANother option is THWN wire inside conduit inbsiode generously sized PVC conduit (rigid metal is more impact resistant, but PVC will never rust. So you have options, what I would not do but see far to many DITY do is say “Oh this looks pretty rugged, Ill just bury a few inches undergroundby itself.”

Can I use this wire for 240v garage heater?

It depends on the amp draw and how long of a run you’re doing. If it’s less than 20a and less than 50 feet this will be good. More than that 10/2 would be a better choice.

I liked that the outer sheathing was not supper tight like some brands. This was just right and easy enough to strip without pulling too hard. It also made it flex slightly better for installation. The inner sheathing was perfect too.
