Is there a difference between solid 14 gauge and stranded 14 gauge wire in regards to the amps it can handle and in regards to building codes?

There is no difference in the ampacity of the stranded and solid wire. The NEC does not specify the application of stranded or solid wire, it is your discretion. I personally find stranded 14 to be problematic since the strands break off very easily, therefore I use solid 14.
