While the product description states it "Can be used in the place of CMP, CMR, CMG, CM and CMX cables", the specifications indicate it is for "Indoor" use only. CMX cables are specifically designed for outdoor use, featuring a jacket resistant to sunlight and moisture. Therefore, although this cable might work temporarily for your security camera, it's not recommended for long-term outdoor use. For exterior applications, using a cable specifically rated for outdoor environments is safer and ensures better performance and longevity.
This cable is designed for in-wall and under raised floor use for computer and data wiring. While it can be used within conduit, it is not specifically designed for direct burial underground. If you need to run cable underground, it's recommended to use a cable rated for direct burial.
This is not rated for direct burial.
Hi Gabriel. Thank you for shopping at the Home Depot. According to the manufacturer, this cable is for use in walls and under raised floors for computer and data wiring. It does feature 4 pairs of copper conductors and PVC insulation, but it is designed for indoor use only. Please let us know if we can be of further assistance. Rick_HD_OC

Yes. I have used this in the past to run phone lines. Just be sure to have the RJ-11 connectors pinned out correctly.
Nobody runs phone lines like what you are thinking anymore. Even isp provider will suggest Voip instead as they no longer service that older technology
