Assuming the subpanel is at a detached building, 2-2-2-4 MHF (Mobile Home Feeder) could be used, but you posted your question at 4-wire URD which has 3 phase conductors and 1 neutral conductor, no ground. Read the product description above. HD also sells 2-2-2-4 MHF.

When running from basement braker box to outside do I need to put in pvc conduit or just when it's ran outside?

This cable is not designed for use inside a building unless it is in conduit. If penetrating a wall it must also be protected by conduit such as when running from the outside meter enclosure through the wall and into the interior breaker panel. Also, even if the cable is rated for direct burial it is not a good practice to bury bare aluminum conductor(the ground) as it will likely corrode.

For size I would probably use either #4 copper or #2 aluminum, but I would not use this URD cable that can only be used outside. URD doesn't have the required fire ratings to be used inside the envelope of any building. I would recommend you use either MHF (Mobile Home Feeder) or individual conductors such as XHHW or THHN/THWN-2. NOTE: Voltage drop calculations require calculated load which you have not provided.

Yes, there is an appropriate cable, but this isn't it. You will first of all need a disconnect at the meter which makes the 100 amp panel at your workshop a subpanel. You need to have a 4-wire feeder to the workshop; 2 hots, 1 neutral and 1 ground. This URD product is basically a utility grade product for feeding a 3-phase 4-wire 3 phase service underground from a utility transformer, it only has 3 black phase conductors and 1 black with yellow stripe neutral conductor and has no ground at all. You should be looking for MHF (Mobile Home Feeder) which has 2 hot conductors, 1 neutral conductor with yellow stripe and 1 ground conductor with green stripe. In addition, the 200 foot distance is a problem with voltage drop. I would consider increasing the size to 4/0-4/0-2/0-4 MHF. By the way, URD cables lack the required fire resistant insulation to enter a building like your workshop.

Sorry Jimbo, you evidently didn't read the Home Depot description which comes from Southwire. "Southwire's Quadruplex URD is used for secondary distribution and underground service. It can be used for direct burial or in ducts. The aluminum conductors are made stranded, compressed and available paralleled. 3-phase conductors and one neutral conductor are cabled together to form the quadruplex cable configuration." The URD 4th wire is marked yellow as the neutral and is not a ground. Home Depot also sells 2-2-2-4 MHF (Mobile Home Feeder) to feed a subpanel such as a mobile home or an outbuilding. MHF has 2 hot conductors, 1 neutral conductor identified by a YELLOW stripe and 1 ground identified by a GREEN stripe. In addition, URD lacks the required fire ratings to be used inside any structure.

Assuming this is 120/240 3wire single phase, the black & red striped are the phase conductors, the white stripe is neutral(not ground) and the green stripe or bare is ground.
