Is this wire appropriate to use to come off a 200 AMP home breaker box to run to a detached garage with a 100 AMP breaker box?

Maybe. You should probably be using #2. The "95 Amp" rating shown above is for operating the conductor at 90C. But if you are connecting to circuit breakers then the breaker terminations are going to be limited to 75C temperature rating and that will limit you to an allowable ampacity of 85 [NEC table 310.15(B)(16) ] before considering the ambient temperature correction factor [NEC table 310.15(B)(2)(a)]. After applying the ambient temperature correction factor, you will be down to about 70 Amps (unless you live in the arctic). So you could feed the #4 conductors with a 60 Amp breaker if that is enough for your garage. You should probably be running #2 Cu conductors for a 100 Amp panel.
