Can this be use for a Back Up camera power in a car
Is this strands or solid copper wire
Garage door opener switch? h wire?
How are you supposed to be able to fish this twisted wire/bell wire? It will most likely un-twist unravel when fishing? Old house has encased bell wire.

Can this wire be used for a 12 volt battery charger system.
Can it be used for 12 volt charging? Yes. It would depend on how much charging current you were trying to deliver. "Trickle" Charging at 1 amp or so should be ok with this wire. Anything at higher current (Like quick charge for automotive battery) would need larger wire like jumper cables.
Is this wire for garage sensor
It will work quite well for that as well as a number of other things.
