No, there are a different physical size. The HomeLine breakers are more of a standard GE style. The Q0 breakers are specific to that Q0 style of load panel only.
Assuming you're asking about the difference between this one and P/N QOB120CP, it appears that this one clips into place and the other one is screwed down to the retaining rail. If you look at the bottom view in the pictures for both parts you should see the difference. As others have said, if the 2 screws are both for attaching wires then it's most likely a 2 pole breaker, but you picked this and so I'm guessing that wasn't your question. Hopefully this answers it, but the pictures for the breakers seem good enough you can probably tell which one you need by comparing the one you have to the pictures.
You have a short somewhere in the circuit or in something plugged into the circuit. Disconnect everything on that circuit and see if it still trips. If it does, then you have a wiring problem. Call an electrician.

Most dryers are fused at 30 amp and require 10 guage copper conductors, so you should be fine, just check the owners manual and information with the specs for your dryer to make sure it is fused at 30 amp.
