It does not but Roman Pro 543 wallpaper paste is awesome stuff. Get the Roman and a squeegee and you’re all set. Had mine up 3 years and it still looks great.
The liner used had to be applied with a clay adhesive as the wall is textured (swirl pattern from late 70’s) the liner application was no problem. The result was beautiful and purchased wallpaper application was easy!

No you can’t. We tried to do so with wall adhesive (bought from Homedept also) but could not stick on the wall firmly because the surface on the wall wasn’t smooth enough. We had to prime the wall with 2 coats the first before put the lining paper on again with the adhesive, then the wall paper on it. Everything is well since then.
We recommend applying the liner to a smooth/flat surface that only has minor imperfections. The liner will not adhesive to a wall that has a very uneven surface.
