No. I was able to fill my can halfway (do not fill it up) and then screw the top back on (the wick must be attached before you screw top back on can). The fuel will wet the wick on it's on. Check out how I install them in the ground using only water and a hammer: https://youtu.be/Ttc3htTDr5c

I bought a 1 gallon bottle but it depends on how much fluid u want to put in the canister which also depends on how long you will keep the torchs lit
