I don't think it will help. N300 Universal Wi-Fi Range Extender only works for WiFi.

Theoretically yes - however, the Range Extender needs to be receiving a suitably strong signal from your Wi-Fi router to provide the attached network device with adequate connectivity. Will this work with power strip/surge protector?
If the question you are asking is can you plug a power strip/surge protector into its outlet, yes, as long as you dont exceed the maximum wattage of the outlet you can. I dont recall what its rated but I'd say no more than 1000 watts - or about 10A of load total.

How close does it have to be to the router and can it be placed outside and will it work with spectrum internet service
I don't know about spectrum internet, i am using CenturyLink. My CenturyLink modem is is my computer room. i am using N300 outside in my motorcycles garage which is about 25 to 30 feet in door and i don't have any problems with it.
It does work with Spectrum, but it’s the router type that is more important, not the service. Set up was easy. Not intended to be plugged in outside however the effects of the stronger signal may work outside. The lights on the extender and provided instructions make it fairly dummy proof to set up... you can’t be too close to your existing router and not too far away. The light on the extender lets you know when you are at a right distance. For me that was a floor down and opposite side of house. I am happy with the purchase. Works best with a router that has a WPS button that you can push in, that is part of the connecting process.

Yes the product is compatible with netgear and vast majority of routers and if you cannot connect via wps it has its own standalone setup so you can manually connect this product over Wi-Fi.
