I've had the infrequent experience where additional anchor points couldn't be drilled deep enough because of rebar for those tapcons and had to relocate the device. There wasn't any problem removing and reusing the same screw in a new hole.

No, the Tapcon will securely fasten in the concrete wall with no plastic anchor needed, just use caution not to over torque the Tapcon.

Strong hold don’t use included drill bit
I used these 3/16 by 1 1/4 to secure metal drip guards over my exposed windows, into 70 year old heavy texture stucco. So far I’ve used 30 screws, all are I strong as heck, but don’t use the included drill bit. Step down your bit by one size, the included drill bit will not allow the tapcon to grip. I tested my drilling into extra brick, even switched hammer drills to the same result. Very frustrating when drilling into your home. I read reviews to see a lot had the same issue.
