In concrete, the pull-out strength is 650 lbs and the shear strength is 720 lbs. In cinder or hollow block, both strengths are 340 lbs. This is all dependent on a good installation of the screw (not overtightened and right size pilot hole).
Yes, this will work well. Now you don’t want the new tapcon to be loose in the hole, so you may need to drill the hole a little larger and use the corresponding next size tapcon. Most concrete needs a hammer drill to get through easily. Like all tapcons, the drilled hole needs to be deeper than the tapcon length less the width of what it holds to be tight.

You would need a much larger screw in both diameter and length. I am not sure what building code is but I would use at least 3" in length and 1/4" in diameter.

The TAPCON products are very reliable for use in concrete and cement application. Be sure to match the proper 'Drill TYPE and SIZE' to tthe screws to be used for your project. Many of the packages/kits include the proper 'matching drill' for the screw selected. Match the SCREW size to the the amount of weight intended to be held on your shelf. Do not drill through the concrete creating a potential leak.
The screws are coated so they should not rust easily.

I remember my schooling and a 16 penny nail has approximately 600 pound pull out strength and over 2000 pound shear. Knowing this I purchase enough to secure 10 times this for safety, security, and never a recall that something has fell. Hope this helps.
