can I use it for storing food

The best food storage use for this bucket would be putting dry dog food into a Husky (or off brand) contractor bag and placing the bag of dry dog food inside with the lid. This will keep your dogs food fresh and safe but as for human consumption I wouldn't chance it.

Can I drill drainage holes in bottom and use for planting?

Yes. I did this for my container garden this year, and it worked well. They are one of the categories of safe plastics that do NOT leech even though they aren't officially categorized as food grade. You want to drill the holes and widen them a little.

Not at the Seaside CA store. Web site says the closest lid is 85 miles away! I'll just use plywood and a brick for now to keep the squirrels out...
