can I use it for storing food

Given that it is HDPE (high density polyethylene, also known as Plastic No. 2), it should be food safe. However, a dye has been used to make the bucket orange in color - HDPE is naturally kind of a mildly translucent white material - so food safety will depend on the dye and what is known about its toxicity. Honestly, I would spend the extra $1.50 and get the same bucket in natural white (also sold by The Home Depot) if the purpose is to store food in it.

Can I drill drainage holes in bottom and use for planting?

You can, bit is not listed as food grade. SKU #672358 is available in most stores for less than $5 an is rated as food grade. For some strange reason they seem to be stocked in the paint dept.

how much potting soil do I need to fill one bucket?

A 2 cubic foot bag fills 3 of these to the top. So 1/3 of that or 0.66 a cubic foot.

Are there lids available for this bucket?

Not at the Seaside CA store. Web site says the closest lid is 85 miles away! I'll just use plywood and a brick for now to keep the squirrels out...
