yes, as I have two 18 inch pots on this size and they are both really small trees, like 6 to 7 feet tall. And there is room so easily a 20 inch would do fine.

How do we work the brakes?

There should be two wheels with a lever. To set the “brake” push the “ON” side down. To release push the “OFF” side down. You do want to set both. Setting just one would allow the caddy to spin around the locked wheel.
