To my knowledge, yes it is. You should always read the labels though because not all glues are. And food contact surfaces need to be properly sealed with a food safe product.

All purpose glue is good for many things, but not great at anything. Wood glue is great for woodworking as indicated by the name.

Yes, depending what you mean by "work". You can certainly add it as an additive to concrete, being PVA glue it will only make it extremely hard to break it afterwards. Thermal expansion would be different than any base without PVA fortifier. Keep in mind that grinding the concrete after curing with this would be very hard.
