The handle does have a cushion that it rests upon when it is locked in to position to ease feedback on a bumpy lawn. My first round with the mower I released the little blue knobs down near the bottom of the handle but did not realise I need to press the handle downward to properly lock in place. The rope is slack and probably will always be. I haven't decided if I will attempt to fix that or not.

Mine did the exact same thing within the first fifteen minutes that I started using it. It almost died twice. If you look at the one-star reviews many of them mention this issue. Toro’s response to every complaint has simply been “contact a Toro service center”. A couple of YouTube reviews mention this problem. One says it’s the spark plug, another says the carburetor. People who have taken it to the Toro service location come back with different responses. One person was told it was bad fuel, another said the carburetor was dirty...even though it was brand new. Toro needs to hammer down on Briggs and Stratton to get this engine issue sorted out. When a consumer spends $500 on a mower, it should be dependable.

If the machine does not freely roll backward after self-propelling, stop walking, hold your hands in place, and allow the machine to roll a couple of centimeters (inches) forward to disengage the wheel drive. You can also try reaching just under the upper handle to the metal handle and pushing the machine forward a couple of centimeters (inches). If the machine still does not roll backward easily, contact an Authorized Service Dealer.

Love this mower great power
Once i ordered this mower i was very sceptical on how it would preform, as i read the reviews alot of them kept saying that this mower is under powered and that it has a sputtering problem. I can confirm that at least with my unit thats not the case i have very thick and healthy st. augustine grass it was about 8 inches tall and i cut it at 3 3/4 inches and this mower did great not once did it sputter or bog down i think that this mower is a great mower and i highly recommend this mower i will add a picture on how the lawn turned out after the cut.

Ease of Use Quality Mower.
I bought this to mow about a 1/4 acre residential lot with St. Augustine grass. There is slight slope that I thought would be be problematic for a walk behind mower. This mower cuts it with no problem whatsoever. Almost effortless walking up the slope with the rear wheel drive and personal pace.

I bought this mower beause of it aluminum deck ,wheel and axal construction.I like the personal pace feature .The only problem i have is the flap at the rear of the mower came apart. Attached is a phot of that part.

Starts with little effort of pulling.
Starts with ease and cuts great! Also like the letters near the levers to adjust the deck height! For the money spent it should have had a wider blade.

Runs like a dream!
I purchased this mower to replace a 17 year-old Toro Personal Pace mower that broke (I think it was the drive shaft) - and I couldn't be happier! Originally I tried the Toro FWD High Wheel because of the price...That was a mistake. After half a lawn I returned it for this one, and I don't regret the additional $120 spent. The Personal Pace SmartStow runs and maneuvers like it knows what I want it to do - it practically drives itself! I'm not sure how people don't like the personal pace system, but it's SO much easier than the bar that you need to pull up from under the handle. I know that the Honda has a thumbs-operated system that's good, but I really like the PP system. I can walk as slowly as I want or jog to keep up with it. This thing turns with ease, and seems to cut well. It's late in the season, so we'll see how it handles next year. The aluminum deck is sharp-looking and lightweight. Hopefully it'll stand up to many summers. And the added bonus here is the SmartStow feature. What a God-send! I have limited space in my garage, so when I swap out the lawnmower for the snowblower, I'll have more space than before. Don't hesitate to spend the extra cash for this mower - I'll return to review this next year, but so far, so good!

Only had this unit for 3 weeks, used it 5 times and seems to be ok as far as cutting but it strug...
Only had this unit for 3 weeks, used it 5 times and seems to be ok as far as cutting but it struggles a bit on 6 inch tall grass growth set on "C" which is about the middle of selection cut sizes. Moves nicely with your walking speed. It starts with a pull or two ok. The fold up feature is sweet but it's heavy to move around and difficult to grab, wish the design would have a carry handle of some sort. Now, as far as the locking plastic knobs, I don't expect them to last long, seems weak and brittle. There's a rubber flap on the rear that glides over the grass, that flap is already tearing up after a few times of use, so I had to remove it. Cheap weak rubber, haven't decided whether I will just return the unit or call Toro to have them send me another rubber flap. The $500 price tag is high for the quality and features you get in my opinion.

Best mower I have ever owned!
My craftsman mower stopped working this past weekend and I needed a new mower. I had my eyes on the new Toro super Recycler 2020 edition for a few months now. This is my first Toro and what I now consider my first real lawn mower. The cut quality is excellent! I love the stow and go feature and the suspension in the handles. Overall great lawnmower. I saw many reviews complaining about sputtering and issues with this mowing wanting to stall. So far after one cut I had no issues.

I've cut with it 10 times now and I'm really happy with it so far. The personal pace is awesome, I like to enjoy the mow so this let's me walk at a nice pace, but I also have a slope in my yard and it let's me power up that with no problem. The cut is super nice and, like it's name says, it mulches really well even with tall slightly wet grass. I haven't had any stuttering like other people have said and that's with one of my mows going from 8" to 4.25". The SmartStow makes it super easy to maintain the blades and clean under the deck without worrying about what happens when tipping it over. Also, with the cast aluminum body and the wheels, it makes it feel like a tank. Not too heavy, but super stable and well built.
